Tokyo Halloween 2026 falls on Saturday 31 October, and the best of it is not in Shibuya. The ward has budgeted about ¥74 million for asking people not to party in the streets. Meanwhile Ikebukuro’s cosplay festival covers Halloween itself for the first time in five years, Tokyo Disney Resort has full-costume days until 31 October, and a free Kuromi pop-up opens in a whole building in Shibuya on Monday 19 October.

Is Shibuya Halloween happening in 2026?

No. There is no official Shibuya Halloween event, and the ward wants you to celebrate somewhere else. Mayor Ken Hasebe announced the 2026 measures on 30 September under the slogan “Goodbye Bad Halloween”. The ward isn’t banning costumes. It’s banning the street party that grew up around them.

Here’s what is confirmed for 2026, per Shibuya Keizai Shimbun’s report of the ward briefing, NHK และ Tokyo Weekender:

  • Street drinking is banned all year around Shibuya Station, 18:00–05:00 every night. The ward made this year-round from 1 October 2024 (Shibuya City ordinance page).
  • No alcohol from 62 shops near the ban zone. The ward has asked them not to sell alcohol on the night of 31 October.
  • Hachiko is fenced off from about 06:00 on Friday 30 October to about 17:00 on Sunday 1 November. If you want the photo, go before the 30th.
  • Guards and closures: about 60 private guards on the 30th and 125 on the 31st, about 10 watchtowers around the station (one in Hachiko Square), station smoking areas closed, and LUUP/Lime scooter ports near the station switched off.
  • Police traffic controls around the station from the evening of 31 October into 1 November. No temporary toilets or changing areas this year.
  • Littering fines now apply under the amended ward cleanliness ordinance. On the night, five patrol teams of seven will be out.

Shinjuku has its own rules. Drinking on the street is restricted in parts of Kabukicho 1-chome and Shinjuku 3-chome from 17:00 on Saturday 31 October to 05:00 on Sunday 1 November, and shops in the zone are asked not to sell alcohol (Shinjuku City, Halloween 2026). Kabukicho is small. Crowds plus alcohol is exactly what the ward is trying to stop.

You’ll still see costumes in Shibuya on the 31st, but expect guards moving you along, not a party. Want to drink in costume? Book a bar or club ticket indoors. NEO Shibuya Halloween at Shibuya Stream Hotel (31 October, 18:00–22:00, ¥3,000 advance with a welcome drink) is a legal way to do it.

The best Halloween events in Tokyo for 2026

1. Ikebukuro Halloween Cosplay Festival (Cosplay festival)

Confirmed: Friday 30 October – Sunday 1 November 2026. Billed as one of Japan’s biggest cosplay events, it includes 31 October itself for the first time in five years. Friday is Ikeharo Night at Sunshine City (16:30–22:30, 18+ only). The main days run 10:00–18:00 across Ikebukuro, with about 400 cosplayers on a red carpet.

Sunshine City, Naka-Ikebukuro Park and the streets around them; reception at Sunshine City World Import Mart Building 4F (Ikeharo Night: Culture Hall Building 2F). Ikebukuro Station (east exit), then walk along Sunshine 60 Street.
Anime, games and serious craftsmanship. It’s a photo event with rules, not a street party.
Free to watch the stage and the parades on Sunshine 60 Street and Animate Street. Cosplayer general ticket ¥2,980 a day in advance (¥3,480 on the day); Ikeharo Night ¥3,480; kids ¥500, cash on the day. Photographers need a camera ticket: ¥2,980 a day in advance (¥1,480 for junior high and high school students).
ลิงก์ทางการ: ikebukurocosplay.jp tickets

You can’t arrive or leave in costume. You change in the official changing rooms. Advance tickets are cheaper, and sold-out tickets are not sold on the day, so buy on e+ before you fly. Taking photos of cosplayers without a camera ticket breaks the rules, though a quick souvenir snap is fine. Always ask first.

2. Disney Halloween at Tokyo Disney Resort (Theme park)

ข้อมูลเบื้องต้น: Confirmed: until Saturday 31 October 2026; full-costume days 16–31 October. Tokyo Disneyland runs the parade The Villains Halloween “Into the Frenzy” once a day (about 45 minutes). Tokyo DisneySea has Disney Halloween Greeting on Mediterranean Harbor and the 5-minute Night High Halloween fireworks.

Maihama, Chiba. JR Keiyo Line from Tokyo Station to Maihama.
Whole families dressed as villains. Very polished, very busy.
1-Day Passport ¥10,900–¥12,400 for adults in October. Saturday 24 and Saturday 31 October are the top price, ¥12,400.
Tokyo Disneyland Halloween 2026 · costume rules · October price calendar

Friday 30 October is ¥10,900 and still a full-costume day, so it’s ¥1,500 cheaper than the 31st. Rules are strict: faces must be visible, no blood or fake wounds, nothing dragging on the floor, and props no higher than your waist. The parks have no changing rooms. Change at your hotel or book the paid changing space at Ikspiari.

3. Tokyo Tower City Light Fantasia: Halloween Party 2026 (Night view show)

Tokyo Tower lit up at night, venue of the Halloween projection show until 31 October 2026
Tokyo Tower’s Halloween projection show on the 150m Main Deck runs until 31 October. Photo: chienlung Huang / Pexels

Confirmed: until Saturday 31 October 2026, 17:30–22:50. Projection mapping by NAKED, Inc. turns the north windows of the 150m Main Deck into a ghost party over the city lights. It’s short and the scares are gentle, so it works for all ages.

Main Deck 2F north side, 4-2-8 Shibakoen, Minato. Nearest stations Akabanebashi (Oedo Line) and Kamiyacho (Hibiya Line).
Date night with a spooky twist.
Main Deck ticket only: adults ¥1,500, high school ¥1,200, primary and junior high ¥900, children 4+ ¥600.
ลิงก์ทางการ: tokyotower.co.jp

Go on a weekday around 18:00, before the after-work crowd. The last two weeks fill up fast. Pair it with dinner in Azabudai or Shiba Park and you’ve got a whole evening with no Shibuya chaos.

4. Kuromi’s Mysterious Department Store (Pop-up)

Confirmed: Monday 19 October – Sunday 1 November 2026. Sanrio’s free immersive pop-up fills a whole three-floor building in Udagawacho. Expect a secret passage, boutique-style photo rooms, mirrors where Kuromi appears, moving displays and a Kuromi-only secret top floor.

MEDIA DEPARTMENT TOKYO, 19-3 Udagawacho, Shibuya. JR Shibuya Station, 5 minutes.
Pink, purple and very Instagrammable.
Free entry, no booking. The mascot pre-sale is ¥2,860 and the acrylic charm ¥770.
ลิงก์ทางการ: kuromihalloween.sanrio.co.jp

It’s open 11:00–20:00 (last entry 19:30); on opening day, Monday 19 October, doors open at 14:00. Don’t queue before opening, because it isn’t allowed, and staff may hand out numbered tickets when it’s busy. Avoid the evening of 31 October, when Shibuya’s crowd controls are in force. Weekday lunchtime is ideal.

5. Sanrio Puroland PUROMONSTERSCRAMBLE (Theme park)

Confirmed: until Tuesday 3 November 2026. Hello Kitty, Kuromi, Cinnamoroll and Badtz-Maru dress up as monsters for a 360-degree live show, with LABUBU as guest. On weekends and holidays from 16:00, the boat ride becomes “Noroware Pierrot”, a horror ride for junior high age and up.

Tama Center, on the Keio and Odakyu lines from Shinjuku.
Kawaii first, spooky second.
Adult 1-Day Passport from ¥3,700 in advance; the price changes by day, so check the date you want.

The 20+ all-night party SPOOKY PUMPKIN 2026 on 31 October (¥13,800) is sold out, and there are no tickets on the door. Don’t travel out to Tama for it.

6. Tokyo Hyakki Yagyo yokai parade, Koenji (Yokai parade)

Confirmed: Saturday 24 October 2026; the procession starts at 14:30 and the finale runs 15:25–15:50. This is Japan’s own Halloween: 250 people dressed as yokai, the monsters of Japanese folklore, filing down Koenji’s Look shopping street during Koenji Fes.

Koenji Look Shopping Street, Suginami. JR Koenji Station (Chuo Line); check-in is 6 minutes’ walk from the station.
Folk horror meets a neighbourhood festival.
Free to watch. To walk in it, it’s ¥3,000 for adults and ¥1,000 for primary-age children and under, with pre-registration.
ลิงก์ทางการ: koenjifes.jp

Koenji Fes runs Saturday 24 and Sunday 25 October with free entry, so stay for the bars afterwards. Read our Koenji guide first.

7. Harajuku Omotesando Hello Halloween Pumpkin Parade (Kids’ parade)

Confirmed: Sunday 25 October 2026, parade from 13:00. The organisers bill it as the place Japan’s first costume parade was held. Around 1,000 costumed children, with their parents, walk roughly 1km down Omotesando’s zelkova avenue, with a candy rally along the way.

Omotesando; reception 10:30–12:30 at Jingumae Elementary School. Meiji-jingumae or Omotesando stations.
Tiny witches, proud parents.
1,000 per child aged 12 and under, sold online through LivePocket. Up to two guardians join free.
ลิงก์ทางการ: halloween.omotesando.or.jp

The parade is cancelled if it rains, and the call is made on the official site by 09:00. Participation vouchers sold out on 10 October and can’t be refunded, so if you don’t already have one, come to watch instead. The parade uses the public road (closed to traffic 13:00–14:30), so you can watch from the pavement.

8. Kawaii Monster Halloween 2026 (Party venue)

Confirmed: special nights on Saturday 24 October (“The Halloween Monster”), Friday 30 October (Halloween Eve) and Saturday 31 October (Kawaii Monster Halloween Party). Harajuku’s neon-pastel Kawaii Monster Land runs themed nights through October.

B1F, 1-16-4 Jingumae. JR Harajuku Station (about 5 minutes’ walk) or Meiji-jingumae (about 8 minutes).
Harajuku kawaii at full volume.

The Halloween headdress workshop with artist Vivian Sato is part of Roppongi Art Night (hourly from 10:00, 45 minutes, ages 4 to high school). The candy rally (Hillside B2F, 11:00–20:00) is for workshop participants and for children whose family spends ¥3,000 or more at four Hillside B2F shops. Both are cancelled in bad weather. As of 17 October, Roppongi Hills had not announced a 2026 costume parade.

West Walk 2F (workshop). Roppongi Station, direct connection.
Polished, arty, family-friendly.
Workshop ¥1,000, paid in advance through the free Hills App.

10. Kawasaki Halloween 2026: Ginharo Collection (Street runway)

The big Kawasaki Halloween parade is not running in 2026. The organiser announced in August 2021 that it was ending after 24 editions (1997–2020, the last one online); the last in-person parade was in 2019. What is happening (Confirmed: Saturday 31 October) is a smaller student-run costume runway, about 30m long, in the Ginryugai arcade. It runs at 14:00, 15:00 and 16:00, 30 minutes each.

Kawasaki Ginryugai arcade, JR Kawasaki Station east exit.
Local and homemade. This is not a mega-parade.
Standing view free. Walker and seat tickets (¥3,000) were sold by crowdfunding, which closed on 4 October.

Japan’s oldest amusement park adds a children’s costume parade (14:00 on weekdays, 15:00 on weekends), trick-or-treat with staff, and hat rentals on the rides.

2-28-1 Asakusa, a short walk from Senso-ji.
Retro and small. Best for under-10s.

12. Universal Studios Japan Halloween Horror Nights (Theme park, Osaka)

Confirmed: until Sunday 8 November 2026. Street zombies roam the park from 18:00 until closing, and Zombie de Dance runs nightly. It’s in Osaka, not Tokyo, but it’s the scariest major Halloween event in Japan.

Universal City, Osaka. Shinkansen to Shin-Osaka, then JR.
Real screams.
Park ticket; some attractions need extra Express passes.

13. Yokai and ghost-story night walk (Japan Pro experience)

Lantern on a Tokyo street at night, setting for a yokai ghost-story walk at Halloween
Kaidan ghost-story walks run on any night, with no Halloween crowd control. Photo: Denys Nevozhai / Unsplash

Available on any night you choose. Japan had its own monsters long before it imported Halloween. On a guided night walk you hear kaidan (ghost stories) at the shrines, cemeteries and back lanes where they’re set. It’s the scary, cultural side of Halloween in Tokyo that none of the parades give you.

Central Tokyo; routes vary by host.
Lantern-lit and quietly unsettling.
Varies by host and group size.
Japan Pro experiences

Book a walk for Friday 30 or Saturday 31 October and you get a spooky Halloween night with zero crowd control. Hosts guide in English, and we handle the booking.

14. Costume kimono photoshoot (Japan Pro experience)

Asakusa’s Senso-ji is a classic backdrop for a kimono photoshoot. Photo: Willian Justen de Vasconcellos / Unsplash

Available on any day. Swap the shop-bought vampire cape for a kimono or yukata with a yokai twist, like fox (kitsune) make-up or a ghostly white kimono, and get it shot by a professional photographer in Asakusa’s old streets. You get photos that look like Japan, not like any other Halloween.

Asakusa and other photogenic neighbourhoods.
Elegant and eerie.
Varies by package.
Japan Pro experiences

  • Kichijoji Halloween Festa 2026: Friday 23 – Sunday 25 October, 11:00–18:00, with a kids’ costume show on the 25th (Lets Enjoy Tokyo). See our Kichijoji guide.

  • Chiikawa Park autumn event: until 31 October at Sunshine City, Ikebukuro; adults ¥3,500, children 4–11 ¥1,800 (Lets Enjoy Tokyo).

Can you wear a Halloween costume on the train in Tokyo?

There’s no law against it, but don’t. After the 2021 Keio Line attack by a man dressed as the Joker, Keio Electric Railway asked people not to ride in costumes that could worry other passengers. And the big events make you travel in normal clothes anyway: Ikebukuro bans arriving or leaving in costume, and Disney says to change at home or your hotel, never in public toilets or lockers. Carry the costume in a bag. Hide replica weapons and fold up props.

  • Crowds: Saturday 31 October is a weekend Halloween, so every venue will be busier than on a weekday. Do Disney, Tokyo Tower and Kuromi on the 29th or 30th.
  • Getting home: Police traffic controls and crowds can disrupt services around Shibuya. Check your last train on Jorudan before you go out, and use Shibuya’s other exits or walk to Harajuku or Omotesando.
  • Photos: Ask before photographing anyone in costume. At Ikebukuro, hidden filming can be reported to the police.
  • Bins: Tokyo has few public bins. Take your rubbish home, especially now that Shibuya fines for littering.

Where can you buy a Halloween costume in Tokyo?

Don Quijote. The big branches turn whole floors over to costumes in October. Owner PPIH says 2026 lines include a ¥3,289 banana or hot-dog full-body suit, a ¥1,639 pumpkin beret and a ¥3,300 Kuromi headband set (PPIH release, 5 October 2026). The biggest central branch is MEGA Don Quijote Shibuya Honten (28-6 Udagawacho, listed as open 24 hours on GO TOKYO). Go before the 30th. Shibuya is a pain on Halloween weekend and the good sizes go first. Spending ¥5,000 or more? Bring your passport for tax-free shopping (see our Japan tax refund guide).

What’s the weather like for Halloween in Tokyo?

Mild by day and cool at night. Japan Meteorological Agency normals (1991–2020) for October in Tokyo are a 22.0°C average high and 14.8°C average low. November drops to 16.7°C and 8.8°C, so by 31 October evenings sit somewhere between the two. Bring a layer that fits over or under your costume. October also averages 234.8mm of rain, and several events above are cancelled in rain or bad weather, so check the forecast the night before.

Halloween 2026 events you’ve already missed (and next year’s dates)

  • Kagurazaka Bakeneko Festival (神楽坂化け猫フェスティバル): a cat-demon costume parade in Shinjuku, held on Sunday 11 October 2026. Watching is free; the parade badge cost from ¥500 (official site). 2027: Expected in October, with no fixed rule, so watch the official site.
  • Yokai Bon Odori, Tachikawa (妖怪盆踊り): yokai-costume bon dancing, held 10–12 October 2026 at GREEN SPRINGS (official site). 2027: TBA.

What’s not on this list (yet)

We’d rather leave a gap than give you a wrong date. The Tokyo Skytree Town family parade and a Roppongi Hills costume parade had not been confirmed for 2026 when we checked. Both ran in previous years. We’ll add them if they’re announced.

Is Shibuya Halloween cancelled in 2026?

Is the Kawasaki Halloween parade happening in 2026?

No. The Kawasaki Halloween parade ended in 2021 after 24 editions, the last one online in 2020. On Saturday 31 October 2026 a smaller student-run costume runway, Ginharo Collection, runs in the Ginryugai arcade by JR Kawasaki Station, and standing viewing is free.

Can you ride the train in a Halloween costume in Tokyo?

It is not illegal, but rail operators such as Keio have asked people not to ride in costumes that could alarm other passengers, and Ikebukuro’s festival bans arriving in costume. Travel in normal clothes and change at the venue or your hotel.
