Shinsekai Osaka is a few blocks of 1950s neon, kushikatsu counters and shogi parlours around Tsutenkaku Tower, four minutes on foot from Ebisucho Station. Give it half a day: the tower in the morning, fried skewers at lunch, then Tennoji Zoo, Tennoji Park or the Spa World baths.

This guide follows the clock, because Shinsekai changes through the day. It has the 2026 ticket prices, the one rule every kushikatsu counter enforces, Spa World’s tattoo ban, and a plain account of the Nishinari reputation. Tsutenkaku also turns 70 on 28 October 2026, and the tower is marking it until 12 November.

What is Shinsekai Osaka, and why does it look like this?

Shinsekai means “New World”. It grew out of the 5th National Industrial Exposition, held in Tennoji in 1903. The eastern half of the site became Tennoji Park, and the western half got the first Tsutenkaku Tower and the Luna Park amusement park (OSAKA-INFO).

The first tower opened on 3 July 1912 at 75 m, then the tallest in Japan, and burned down in January 1943. Today’s tower opened on 28 October 1956 at 103 m. It has been a registered national tangible cultural property since 2007, and a new lightning rod took it to 108 m in 2016 (Tsutenkaku 70th anniversary release).

Luna Park and most of the theatres have gone. What is left of Shinsekai Osaka is a small grid that never got redeveloped: giant 3D shop signs, standing bars and cheap fried food.

Which station is best for Shinsekai?

Three stations sit within a 7-minute walk of the tower at the heart of Shinsekai Osaka, and a fourth, Tennoji, is handy for the park and Abeno Harukas. Walking times below are from the Walkerplus Tsutenkaku listing and OSAKA-INFO.

Morning: how do Tsutenkaku tickets work in 2026?

Tsutenkaku opens at 9:00, and the general observatory runs until 21:45 with last entry at 21:15 (Tsutenkaku visitor information). Every ticket now comes with a timed entry slot. Buy online in advance: evening slots can sell out, tickets cannot be refunded, and there is no re-entry once you leave.

Tsutenkaku prices and options

TicketAdult (15+)ChildWhat you get
General observatory¥1,500¥800 (ages 5–14)The 4F and 5F decks, including the golden 5F deck with Billiken
Tenbo Paradise + TIP THE TSUTENKAKUSet with general entry onlySet with general entry onlyOpen-air top deck at 94.5 m and a 5.4 m glass-floored platform at 92.5 m
Tower Slider¥1,100¥600 (ages 7–14)One 10-second ride; deck ticket separate
Dive & Walk¥3,000 (Walk only ¥1,500)¥2,000 (Walk only ¥1,000), ages 9–14Harnessed rooftop walk at 26 m, plus a 40 m drop; deck ticket separate

Prices for 30 December 2026 to 3 January 2027 rise to ¥1,800 for adults and ¥900 for children (Tsutenkaku). The top-deck set price is shown only at the 1F Ticket Center and on the booking site, so check it there. The open-air deck closes without notice in rain, strong wind or fog, and it is reached by stairs, so it is not suitable for wheelchair users (Tenbo Paradise page).

Going to the zoo as well? Since 1 July 2026, a same-day Tennoji Zoo ticket shown at the 1F Ticket Center takes ¥200 off an adult deck ticket and ¥100 off a child’s. The zoo gives Tsutenkaku ticket holders 10% off in return. Neither discount combines with others (joint discount notice).

Is the Tower Slider worth ¥1,100?

The slider is a 60 m tube that spirals 1.5 times round the lift shaft, from the 3F deck at 22 m down to the basement 4.5 m below ground. The ride takes about 10 seconds on a 30-degree slope (Tower Slider page).

  • Who can ride: ages 7 to 65, at least 120 cm tall and under 120 kg. Riders aged 7 to 12 need an adult aged 18 or over with them.
  • What to leave behind: phones, bags and hats go in free lockers in the basement, and you wear a helmet.
  • When it stops: it can close without notice for heat, humidity or condensation.

Ten seconds for ¥1,100 is steep. It makes sense for children who meet the height rule; otherwise spend the money on kushikatsu.

Billiken and the 70th anniversary

Billiken, the grinning, cross-legged good-luck figure, is enshrined on the golden 5F deck. Rubbing the soles of his feet is said to bring luck (nippon.com).

  • Purple lighting: 28 October to 12 November 2026, from sunset to 23:00 (three sessions on 28 October).
  • Free magnet: for the first 100,000 visitors who buy a deck ticket from 28 October.
  • Fish Center: a recreation of the tower’s 1968 aquarium, on the 4F deck until 30 June 2027 (Tsutenkaku).

Late morning: Tennoji Zoo and Tennoji Park

The zoo’s Shinsekai gate is a few minutes east of the tower. Tennoji Zoo opened in 1915 and keeps about 1,000 animals of some 170 species, many in habitat-style zones such as an African savanna. There is also a reptile house, a penguin and sea lion area and a bird exhibit (OSAKA-INFO).

Tennoji ZooDetails (2026)
Hours9:30–17:00, last entry 16:00
ClosedMondays (Tuesday if Monday is a holiday) and 29 December–1 January
Adults¥800 from 1 July 2026 (it was ¥500)
Elementary and junior high¥200; preschoolers free
Address1-108 Chausuyama-cho, Tennoji-ku

The price rise is confirmed in the Tsutenkaku–zoo discount notice. Many online guides still say ¥500.

Keitakuen garden

Tennoji Park itself is free. Inside it, Keitakuen is a 19,800 m² strolling garden round a pond, designed by the tea master Kizu Issai and built by the garden maker Ogawa Jihei between 1908 and 1918. The Sumitomo family gave it to the city in 1926 (OSAKA-INFO).

  • Hours: 9:30–17:00, closed Mondays.
  • Price: ¥150 for adults, ¥80 for elementary and junior high students.
  • Why go: it is quiet, and Abeno Harukas rises behind the pond, which makes a good contrast photo.

The Osaka City Museum of Fine Arts stands beside the garden. Its Ming-dynasty calligraphy exhibition runs until 20 December 2026, and a Maruyama Okyo show opens on 6 February 2027 (museum site).

Abeno Harukas, next door

Across the road on the Tennoji side, Abeno Harukas is 300 m tall, and its Harukas 300 observatory fills floors 58 to 60. The 58th floor is an open-air plaza and the 60th a glass-walled 360-degree deck (Harukas 300). It gives the bigger view; Tsutenkaku gives the better story. Pick one unless towers are your thing, and check Harukas prices on its official site.

Lunch: how do you eat Shinsekai kushikatsu?

Kushikatsu are skewers of meat, seafood or vegetables, battered, crumbed and deep-fried to order. The best-known shop in Shinsekai Osaka, Daruma, opened here in 1929 on the former Luna Park site (Daruma history).

The one rule: no double dipping

The steel tray of thin sauce on the counter is shared by everyone. So dip each skewer once, fully, before the first bite, and never put a bitten skewer back in. Daruma says its second owner, Masao Hyakuno, brought in the rule after the war (Daruma).

Want more sauce halfway through? Use a leaf of the free raw cabbage as a scoop and drip it on. The cabbage also cuts through the oil between skewers. Try doteyaki too: beef tendon simmered in miso, a Shinsekai standard (nippon.com).

Which kushikatsu shops to try

  • Daruma Shinsekai Sohonten, 2-3-9 Ebisu-higashi: the original. Open 11:00–22:30 on weekdays and 10:30–22:30 at weekends and holidays, last order 30 minutes before closing, every day of the year. The main shop takes no reservations; its Jan-Jan and Dobutsuen-mae branches take bookings for two or more (Daruma). If the queue at the main shop is long, walk to a branch.
  • Yaekatsu, 3-4-13 Ebisu-higashi, in Jan-Jan Yokocho: opens at 10:30 and is closed on Thursdays. Skewers are fried in front of you and the doteyaki is famous. The queue is long but usually moves within about 30 minutes (nippon.com; Mapple).
  • Tsurukameya, near the tower: easy to spot by the 2 m crane and turtle above the door. It has English, Chinese and Korean menus and keeps very late hours (nippon.com).

Eat before 12:00 or after 14:00 to dodge the worst queues. Bring cash as a back-up, as small counters are not all set up for cards. For costs across a whole trip, see our Japan travel cost guide.

Early afternoon: what is Jan-Jan Yokocho?

Jan-Jan Yokocho is a narrow covered lane about 130 m long, with about 50 shops, running north to south between Shinsekai and Dobutsuen-mae Station. It has kushikatsu and doteyaki counters and old go and shogi clubs (OSAKA-INFO).

At weekends tour groups fill it. On a weekday afternoon it is mostly regulars, and the shogi clubs are full of older men playing in silence. Do not photograph players without asking.

Senbanya Coffee in the lane dates from 1948, and its founder is credited with inventing mixed juice, Osaka’s fruit-and-milk café classic. It closed in 2016 and reopened in 2017 under a fan of the shop (nippon.com).

Evening: Spa World, and can you go with tattoos?

Spa World Hotel & Resort, 3-4-24 Ebisu-higashi, is the onsen theme park of Shinsekai Osaka, open since July 1997 just south of the tower. The European zone has a Roman bath modelled on the Trevi Fountain and a Greek bath; the Asian zone has Japanese, Islamic and Balinese-style baths. The onsen is open from 10:00 to 8:45 the next morning (OSAKA-INFO).

The two zones swap by gender every month. Women get the Asian zone in even months and the European zone in odd months, and men the opposite; the switch happens on the 1st, from 10:00 (Spa World FAQ). So in November 2026 women bathe in Europe and men in Asia, and it flips in December.

Spa World prices in 2026

TicketJunior high and olderElementary and younger
Weekday, with pool¥2,000¥1,200
Weekend or holiday, with pool¥2,700¥1,700
Any day, baths only¥1,500¥1,000
Late-night surcharge (in the building 24:00–5:00)+¥1,300, plus ¥150 bath tax+¥1,300

These are the regular-period prices from 24 August 2026, tax included (Spa World price page). Extras cost more: a day pass for the water slides is ¥1,500, swimsuit rental is ¥650, and the rock sauna is ¥800 on weekdays or ¥1,000 at weekends.

The tattoo rule

Spa World refuses entry to anyone with a tattoo of any size, and its rule explicitly includes tattoo stickers (Spa World FAQ). That applies to the whole building, not just the baths. If you have ink, see our onsen etiquette and tattoos guide for places that accept it.

  • The onsen floors are gender-separated and nude. Swimsuits and towels in the water are not allowed.
  • Swimsuits are required only in the mixed pool zone on the 8th floor, and high-cut styles are banned.
  • Under-16s without an adult must leave by 19:00, and other minors by 22:00.

Is Shinsekai Osaka safe? The Nishinari reputation, stated plainly

Shinsekai is in Naniwa Ward. Just south, across the tracks from Shin-Imamiya Station, is the Airin district (also called Kamagasaki) in Nishinari Ward. That is the area people mean when they talk about the reputation.

Osaka City describes Airin as a long-standing day-labourer town, with a day-labour referral centre and many cheap lodging houses. It says changing economic conditions left the area with poverty and other long-running problems. The population is ageing fast: in the 2015 census, 47.5% of residents in the Hagi-no-Chaya area were 65 or over (Osaka City, Nishinari).

What you may see: older men drinking outside, some people sleeping rough, and very cheap hotels near Shin-Imamiya. The city has run a Nishinari regeneration plan since 2013, and the old Airin General Center is due to be rebuilt. Hoshino Resorts’ OMO7 Osaka now stands at Shin-Imamiya’s east exit, about five minutes from Shinsekai (OMO7 Osaka).

  • Take the usual big-city care with bags and phones, and stay on lit main streets late at night.
  • Do not photograph people in Airin. It is a residential area, not an attraction.
  • The streets between the tower, Jan-Jan Yokocho and Spa World stay busy into the evening.

How long should you spend in Shinsekai Osaka?

Half a day covers the main sights; a full day adds the zoo and the baths. This order keeps the walking short.

For another side of Osaka food, the yakiniku alleys in our Tsuruhashi guide are 15 minutes away. From Ebisucho you can also take the Hankai tram south towards Sumiyoshi and Sakai.
