Since tax-free purchases now cost the full price at the till, your card will carry the extra 10% until the refund arrives.

What are the new Japan travel costs for 2026–27?

Five rule changes matter for anyone pricing a 2027 trip. Two are already in force, two start on fixed dates, and one is not here yet.

Departure tax: ¥3,000 since 1 July 2026

The International Tourist Tax rose from ¥1,000 to ¥3,000 per departure on 1 July 2026, according to the Japan Tourism Agency. It is collected in your air or ferry fare, so you rarely pay it separately.

Tickets issued on or before 30 June 2026 keep the old ¥1,000 rate, even for later departures. Children under 2 are exempt.

Kyoto accommodation tax: up to ¥10,000 a night since 1 March 2026

Kyoto now has the highest hotel tax in Japan. It is charged per person, per night, on the room rate, per the Kyoto City Official Travel Guide.

Room rate per person per night

Kyoto tax from 1 March 2026

Under ¥6,000

¥200

¥6,000–¥19,999

¥400

¥20,000–¥49,999

¥1,000

¥50,000–¥99,999

¥4,000

¥100,000 or more

¥10,000

Before March 2026 the top rate was ¥1,000. From stays on 1 April 2027, it switches to 3% of the room rate for anything at ¥13,000 per person per night or more, confirmed by the Tokyo Metropolitan Government on 30 June 2026.

The new tax also covers guesthouses and private rentals (minpaku) for the first time. A ¥20,000 night goes from ¥200 to ¥600 in tax; a ¥50,000 night pays ¥1,500.

Osaka accommodation tax: ¥200–¥500

Osaka Prefecture raised its rates on 1 September 2025, per Osaka Info. Rooms under ¥5,000 are exempt; ¥5,000–¥14,999 pays ¥200; ¥15,000–¥19,999 pays ¥400; ¥20,000 or more pays ¥500 per person per night.

Himeji Castle: ¥2,500 unless you live in Himeji

Himeji Castle moved to two-tier pricing on 1 March 2026. Adults pay ¥2,500, Himeji residents pay ¥1,000, and under-18s go free, per the official Himeji Castle site.

The split was first discussed as a foreign-visitor price, but the final rule is based on residence, not nationality. A Tokyo resident pays the same ¥2,500 as a tourist.

Tax-free shopping becomes a refund from 1 November 2026

From 1 November 2026 you pay the full tax-inclusive price in tax-free shops and get the consumption tax back after customs checks your goods at departure, per JNTO. Budget the extra 10% on your card until the refund lands. Our Japan tax refund guide walks through every step.

JESTA travel authorisation: not before 2028

Japan amended its immigration law in May 2026 to create JESTA, an online pre-travel authorisation for visa-exempt visitors, similar to the US ESTA. The launch is planned within fiscal 2028 (April 2028–March 2029), and no fee has been set yet.

You do not need JESTA for a 2027 trip. Re-check before you book anything for spring 2028 onwards.

How much does transport cost in Japan?

Subway and JR fares in Tokyo

Tokyo Metro fares start at ¥180 with a paper ticket and ¥178 with an IC card, rising to ¥330/¥324 for 28–40 km, per Tokyo Metro. Tokyo Metro is considering its first real fare rise for March 2028 at the earliest, so 2027 fares should hold.

JR East raised fares on 14 March 2026. The minimum is now ¥160 (¥155 by IC), and Tokyo–Shinjuku on the Yamanote Line costs ¥260 (¥253 by IC), up from ¥210.

Pass or card

2026 price

Notes

Tokyo Subway Ticket 24h / 48h / 72h

¥1,000 / ¥1,500 / ¥2,000

All Tokyo Metro and Toei lines; for visitors (Tokyo Metro)

Welcome Suica

Load ¥1,000–¥10,000

No deposit, valid 28 days, unused balance not refunded (JR East)

Japan Rail Pass, 7 days

¥53,000

Up from ¥50,000 on 1 October 2026 (JNTO)

Japan Rail Pass, 14 / 21 days

¥84,000 / ¥105,000

Green Car: ¥74,000 / ¥116,000 / ¥147,000

Shinkansen

Tokyo to Kyoto costs ¥14,170 one way on a Nozomi with a reserved seat in regular season, ¥13,850 on a Hikari and ¥13,320 unreserved.
